Ricardo Andrade, primer ecuatoriano en participar en la tercera edición del festival "OFF CRUILLA COMEDY" en España

Ricardo Andrade Malo se convertirá en el primer comediante ecuatoriano en participar en el festival “OFF Cruïlla Comedy” que se va a desarrollar los días 10 y 11 de julio en el teatro Golem’s en Barcelona, España. Esta oportunidad destaca su talento y la internacionalización de su carrera.

Andrade Malo es conocido por su habilidad para resaltar la incongruencia en la vida y transformar lo ridículo y extraño en humor. Sus chistes, cargados de lógica y coincidencias innegables, abordan temas actuales que está atravesando Ecuador, presentándose de manera única, al estilo de musicales americanos como “Grease” o “High School Musical”, para que estos sean entendidos de la mejor manera.

“La invitación fue un poco inesperada, porque pensé que para este año ya habían cerrado el cartel, y ya tenía pensado seguir mejorando para entrar el próximo año. Pero me ficharon para este; recuerdo que un lunes de noche me preguntaron si quería participar y dije que sí de inmediato”, mencionó Ricardo sobre su participación en el Festival.

La travesía de Ricardo en la comedia

Los comienzos de Ricardo en el mundo de la comedia fueron en los “Open mics”, espectáculos sin costo donde pudo desarrollar su estilo y conectar con el público, donde le daban de 5 a 7 minutos para ver si sus chistes eran realmente buenos o malos. En 2018-2019, participó en el festival “Párame Bola en Guayaquil” con su antiguo grupo  “Pelados Comedia”.

En el OFF Cruïlla Comedy, Ricardo compartirá escenario con comediantes a quienes admira profundamente como Felipe Mateo, Irene Sango, Raventós y Gaby Gómez. Además, Andrade Malo busca que sus chistes no sean ofensivos sino que provoquen más risas que controversia. (E)

Sri Lanka to wrap up debt restructuring talks soon, seeks to balance India and China ties


Reuters – Sri Lanka will wrap up talks with international bondholders on its restructuring process in a few weeks, Foreign Minister Ali Sabry said on Tuesday, a major step for the island nation to emerge from its worst financial crisis in decades.

Sri Lanka will also seek to balance its ties with giant neighbour India and China to ensure that there is no difference in dealing with the two, he said, as the rival Asian giants are key creditors and investors but are also jostling for geopolitical influence in the small Indian Ocean country.

“Hopefully within a couple of weeks,” Sabry said in an interview at the Reuters NEXT conference in Singapore, when asked when the nation’s bond restructuring efforts with creditors will be finished.

“Towards the end of this month, officially, we are done and dusted with the restructuring process, then of course, in line with that, we need to start payment,” he said.

Sri Lanka secured aprovisional agreementwith some of its bondholders to move forward on restructuring about $12.5 billion of international bonds last week but now needs the rest of the private creditors and the International Monetary Fund (IMF) to also agree.

The country, which has $37 billion in external debt, clinched an agreement with its official creditors including Japan, China and India in late June to restructure$10 billion in debt.

In total, the debt rework is estimated to save Sri Lanka $8 billion in write-offs and delay capital repayments by at least four years.
Sri Lanka will use this opportunity to restart about a dozen stalled, foreign-funded development projects and promote economic growth, Sabry said.

Sri Lanka needs to continue reforms including imposing property taxes, revamp loss-making state-owned companies and improve dollar reserves to put its economy fully on track, the IMF said in its latest review.

BALANCING INDIA, CHINA

A country of 22 million, Sri Lanka’s economy is heavily dependent on foreign tourists and investments while its strategic location on a major east-west shipping route close to the southern tip of India makes it a key political player.

India, which has strong cultural ties with Sri Lanka, and China have competed for influence in Colombo for years and the island nation has often been caught in their rivalries.
New Delhi has in recent years objected to Chinese research vessels docking at Sri Lanka’s ports saying it is concerned about the capabilities and intentions of such missions close to its territory, causing Colombo to suspend foreign research ships docking this year.

Sabry said Colombo has now decided to engage with India, China and others while making it clear to its partners that it will “not allow anything which would legitimately threaten” a neighbour’s security.

“We are not going to have a system which applies to everyone else and not to China…all these systems will be universal … as a neutral player, we should do that,” he said.

Sri Lanka is scheduled to hold presidential elections before mid-October, which Sabry said was evolving into a three-horse race between incumbent President Ranil Wickremesinghe and two opposition politicians with the economy being the key battleground.

Sri Lanka is expected to grow 3% this year for the first time since its financial crisis in 2022 when the economy went into freefall due to a severe shortage of dollars that forced it to default on its foreign debt.

‘They all smell bad’: Woman complains about NSFs’ hygiene, netizens jump to their defence

Internet slams woman for complaining that NSFs smell bad

A woman has been slammed for criticising a group of NSFs on the Complaint Singapore Facebook page over their “bad” smell.

She then complained about their hygiene, or lack thereof.

Many netizens were appalled by the woman’s lack of respect for the NS men.

On Monday (8 July), the woman took to Facebook to share her dissatisfaction with the group of army men.

“They all smell bad. Really bad. Are they not taught to maintain their hygiene in the army,” the caption read.

The picture showed several men clad in Singapore’s green army uniform with large bags matching their attire.

The group of men — who appeared to be NSFs — seemed to be gathered at a bus stop.

Netizens slam woman for complaining

After viewing the post, many Facebook users were outraged by the woman’s complaint, suggesting that her remarks were ignorant and that she should “join the army” to experience the hardships first-hand.

Others also jokingly mentioned that the scent was the “smell of service to the country”.

Educator sex abuse bill: ‘I hope it makes it to the finish line this session’

BOSTON — With three weeks left in the legislative session, a state senator and advocates on Tuesday made their case to a room of legislative staffers that their bosses — state senators and representatives — are far behind many other states in enacting child sexual abuse prevention bills to better protect students.

These bills would reform the statute of limitations; require more robust training and policies by schools; protect schools from civil liability for sharing information with employers about an employee’s misconduct; and criminalize staff sexual misconduct, regardless of the age of the student.

The age of consent in Massachusetts is 16, and the state lacks a statute criminalizing sexual misconduct by school staff with students 16 or older — an age most high schoolers turn during their sophomore year.

“I hear from many parents across the state whose kids were 16,” said state Sen. Joan Lovely, of Salem, who shared her personal experience with sexual abuse as a child. “It’s lifelong harm. I want to prevent that. This is preventable.”

Her bill, now before the Judiciary Committee, ​​proposes a charge of indecent assault and battery and imprisonment for those found guilty of engaging in a relationship with a student under 18 years old. It would effectively change the age of consent when it involves a student and school staff.

Lovely said the bill would have to be sent to another committee after the Judiciary Committee, such as the Ways and Means Committee, before it can be brought to the floor for a vote. 

Child advocates say school staff use the age of consent as a loophole to avoid charges after engaging in sexual relationships with students. They express frustration at the lack of legal protections.

He noted the 2020 police reform law included a provision that a law enforcement officer who has sex with someone in their custody can be charged with rape, regardless of the person’s age.

“The Legislature rightfully sought to include these relationships as criminal,” he said. “So why should this proposed law be different? Legislators are in a position where they can close this loophole. Unfortunately, I’m here again, almost 20 years later now, speaking to people who have the ability to make this change.”

Last month, The Light reported on allegations of sexual misconduct by a school employee with a student, Jacob Pothier, at the Greater New Bedford Regional Vocational Technical High School. Pothier died in January in a car crash, just weeks after turning 18. The former employee, the other person in the vehicle, survived.

Pothier’s family alleges a sexual and inappropriate relationship started when Pothier was 16 years old and a freshman at the school, and they have initiated a potential civil action against the district.  

Four of Lovely’s bills sit before two committees: the joint Judiciary Committee, on which two South Coast legislators serve; and the Senate Ways and Means Committee. Legislators have until July 31 to take action, or let the bills die again. 

Lovely said she is working on all of her bills, but is actively pushing her statute of limitations legislation to the floor for a vote by the month’s end. 

Several legislators support bill

State Sen. Michael J. Rodrigues, chair of the Senate Ways and Means Committee, in an email, said Lovely’s bills are being analyzed by committee staff: “As with all bills that come before the Committee, the Senate will carefully review the legislation.” 

Other members of the committee did not respond to a request for comment.

The chairs of the Judiciary Committee, as well as several members, did not respond to  requests for comment. A majority of legislators who did respond supported Lovely’s legislation.

“I absolutely support getting rid of this loophole, and the legislature should do it as soon as possible,” said Rep. Chris Hendricks of New Bedford, a member of the Judiciary Committee, in an email. “I would also, frankly, support raising the age of consent … other states already have similar laws in place and Massachusetts shouldn’t lag on this issue.”

“Also, passing this or similar legislation would be a perfect way to honor Jacob’s memory,” Hendricks said. “I hope it makes it to the finish line this session.”

State Sen. Patrick O’Connor of Weymouth, a member of the Judiciary Committee, also expressed support. 

“I believe that it is our duty to guarantee that students in Massachusetts are kept safe while in the care of educators and school personnel by taking steps through legislation to prevent exploitation and abuse,” he said in a statement.

“The tragic case regarding the New Bedford student who was taken advantage of by a figure in his life who should’ve been there to keep him safe, highlights the urgent need for legislative action to prevent such abuses from continuing in the future,” O’Connor continued. “It is unacceptable that current laws do not adequately protect students from predatory behavior by school staff, and in this case among others, when the student may be legally considered capable of consenting due to their age.”

O’Connor said he was “optimistic” the bills would advance, but noted he would be working with colleagues to address “any concerns regarding the language” in the bills to “ensure their successful enactment.”

Sen. John Velis of Westfield, a member of the Judiciary Committee, also supports the legislation.

“It’s truly upsetting, and frustrating, to see reports of teachers or school employees taking advantage of students without any legal consequences,” said Velis in a statement. “This type of behavior, sexual relationships between a teacher and a student, simply doesn’t belong in a school environment and is really contrary to everything that should be going on in our school systems.”

“Other states have taken action on this issue and I do support closing this loophole to help prevent sexual misconduct in our schools, especially when there can be such a real power dynamic between teachers and students,” he continued.

Rep. Markey critical of bill

Rep. Christopher Markey, a member of the Judiciary Committee and Hendricks’ peer on the South Coast, was critical of Lovely’s bill to criminalize school staff relationships with 16- and 17-year-old students, stating it would be inconsistent with the state’s age of consent. 

“I think Sen. Lovely was for the ROE Act, which allowed for 16-year-olds to have abortions without parental consent, so I don’t know if this bill is actually consistent with all of the other laws that are in existence,” Markey said. “So I think the move is to provide, at least in Massachusetts, people the ability to consent to their sexual behavior at 16 years old.”

“The reason we have the statutory rape charge and age of consent … is because there is a belief in society that 16 year olds can make those decisions. And that’s what the law has been for a long time,” he said.

Advocates and researchers argue that consent is not possible with relationships involving students and school staff, who are in a position of authority and influence. 

“Teachers and school staff are assumed to have power over students, no matter what age, and therefore the ability of the relatively powerless student to give consent is assumed to be impaired in such relationships,” wrote researchers in 2020. “It is perhaps for this reason and the position of authority that the employee holds that some states vary from the norm of 16 years as the age of consent and/or regard consent as an irrelevant point.”

Markey did, however, express support for one of Lovely’s other proposed bills, which would make school hiring and screening practices more robust.

He said he has not “heard a lot of discussion” about Lovely’s legislation among the Judiciary Committee: “It’s not something that is high on the priority list.”

Another South Coast representative, Antonio Cabral, said he supports Lovely’s legislation to protect children from sexual abuse, but noted the age of consent is something the Legislature needs to figure out. 

“Someone should face charges if it is between a school employee and the child under a certain age, be it age 19, 18,” Cabral said. “I think we have to try to get to a place where everybody feels what’s the right age, and I don’t think we seem to be there yet.”

“When it involves authority, employees of the school system or institutions that interact with children that are underage, I think we certainly need to look at what age should be considered the age of consent,” he said. 

He also said other laws are already in place that should be followed, such as the requirement that teachers and school staff, as mandated reporters, report possible abuse to the proper authorities. 

South Coast state Sen. Mark Montigny did not provide a comment. A spokesperson for his office, Audra Riding, in an email said the senator “strongly supports this legislation and has been in contact with Jacob’s family.” 

“He has been pushing for passage of these particular bills and is frustrated with the lack of action on important legislation such as this. It is simply inexplicable that both of these bills have been placed in a Judiciary Committee extension order through July 31st, ensuring it cannot be considered by the Senate prior to [the] end of formal legislative sessions,” Riding wrote. 

Kathryn Robb, an attorney and director of the Children’s Justice Campaign who spoke during the briefing, has worked with legislators in several states to reform or pass laws.

“It’s a mystery to me why lawmakers have not made the simplest change to protect kids from this bizarre loophole,” she said of Massachusetts. “There’s no good argument on the other side.”

Dunia Martínez es la nueva presidenta del Consejo de la Judicatura y estas son las tareas que deberá resolver

Este jueves, 11 de julio de 2024, será posesionada la nueva presidenta del Consejo de la Judicatura (CJ), Dunia Martínez, y arranca su gestión con varias tareas pendientes.

Primero debe terminar el concurso para designar a diez jueces y conjueces de la Corte Nacional de Justicia, proceso que inició en la administración de Wilman Terán, procesado por el caso Metástasis.

Como el sucesor de este, Álvaro Román, lo dio de baja para reiniciarlo, ahora está en fase de oposición y méritos con 117 postulaciones.

También deberá cubrir 590 vacantes de jueces de todos los niveles en todo el país para juzgados, tribunales y cortes provinciales. Hay alrededor de 8.000 aspirantes a quienes se deberá revisar los requisitos mediante un equipo técnico de la CJ. Martínez se comprometió a dar prioridad a la designación de jueces.

Otra de sus tareas tendrá que ver con la pregunta de la Consulta Popular de abril de este año, sobre los casos de garantías constitucionales, como la acción de protección y el hábeas corpus, para lo cual se deberá crear judicaturas especializadas en materia constitucional.

¿Quién es la  presidenta de la Judicatura?

Según la Senescyt, registra dos títulos de tercer y cuatro nivel. Obtuvo un título de magíster en Derecho con mención en Derecho Económico por la Universidad Andina y un título de doctora en Jurisprudencia y abogada de los tribunales de Justicia de Ecuador por la Universidad del Azuay.

En cuanto a su hoja de vida, que consta en la página web del CPCCS, dice ser candidata a Ph.D. en Derecho por la Universidad Andina Simón Bolívar.

No registra cargos previos en la Función Judicial pero fue asesora en DPK Consulting de la Universidad del Pacífico, así como consultora externa del Programa de las Naciones Unidas para el Desarrollo (PNUD).

También se desempeñó como asistente de coordinación en el área de Derecho de la Universidad Andina Simón Bolívar, asesora jurídica en el Congreso Nacional en 2003;  asesora jurídica en el Tribunal Contencioso Electoral (TCE), coordinadora de publicaciones en la Corte Constitucional (CC) y asesora jurídica en el Consejo de Educación Superior.

Finalmente, consta que fue docente universitaria en varias instituciones del país entre 2008 y 2020. Uno de los puntos en contra que analizó el CPCCS es no contar con experiencia en la Función Judicial.

Sri Lanka-China Business Council Holds 23rd AGM: Haroun Cader Elected President for 2024-25

The 23rd Annual General Meeting of the Sri Lanka-China Business Council of the Ceylon Chamber of Commerce was held on 2nd July 2024 at Hilton Colombo Residencies, Colombo 02. The event was graced by His Excellency Qi Zhenhong, Ambassador of the People’s Republic of China to Sri Lanka, who graciously participated as the Chief Guest. Mr. Kusum Wijethilleke was the keynote speaker of the event. The Sri Lanka-China Business Council, established on April 26, 2001, was formed under the aegis of the Ceylon Chamber of Commerce. The Council was formed at the request of the Ministry of Foreign Affairs with the main objective of promoting trade, investment, services, and tourism between Sri Lanka and China.

Mr. Sampath Kumara of David Peiris Motor Company (Pvt) Ltd. was elected as the Treasurer, and Mr. Chaminda Perera will serve on the Committee as the Immediate Past President. ‘Onsen spa’ seen at entrance of HDB flat, netizens say structure is probably illegal

‘Onsen spa’ at HDB flat faces removal after netizen posts photo on Reddit

Netizens were incredulous when a photo of what looked like an onsen spa at the entrance of an HDB flat was posted on social media.

The photo, uploaded on Reddit on Tuesday (9 July), showed a raised wooden structure with small windows and a door protruding from the wall of an HDB corridor.

There were also short wooden steps leading to the door, and greenery surrounding it.

From the unit number of the neighbour opposite, the flat appears to be on the 12th floor.

Netizens say HDB ‘onsen spa’ is illegal

Some netizens who responded to the post thought that the onsen spa-like structure was “cute” and “cool”.

Others pointed out that it was likely not a real onsen, but the resident’s creative rendering of their entrance.

However, appealing as the structure might look, most agreed that it was illegal as it encroached into the public corridor and wasn’t moveable.

A commentator who claimed they’d seen something like it before said it was meant to be installed in the bathroom, and having it part of the entrance instead was “brazenly illegal”.

Netizens predict that HDB ‘onsen spa’ will be taken down

Typically, a number of netizens wanted to know how the resident managed to get away with this. They noted that the “onsen spa” seemed to be blocking the stairwell.

Another respondent said it looked “extremely flammable”.

A number of netizens also predicted that the resident would have to take down the structure since it has now attracted online attention.

One, not entirely jokingly, planted the blame squarely on the person who shared the photo if the structure had to be taken down.

Works cannot pose fire hazard or encroach on public area: HDB

According to HDB’s renovation guidelines, works that create a public nuisance, pose a fire hazard or encroach on the public area are not allowed to be carried out.

There is precedent for this — in 2019, a fish tank built on the front steps of a home in Tampines was ordered by HDB to be taken down.

The reasons cited for its removal were that it posed a safety hazard and that the tank was built on common property.

This was despite Tampines GRC MP Baey Yam Keng hoping that the tank would be allowed to remain as it was “properly constructed” and “did not pose any obstruction to either the residents or to the public”.

Lo que se sabe del incendio en el norte de Guayaquil, que consumió por completo la bodega de un local

Un incendio vehicular en el parqueadero de un local comercial habría sido el origen del incendio estructural de gran magnitud que se registró la madrugada de este martes, 9 de julio de 2024, en la av. Francisco de Orellana de Guayaquil, en la sexta etapa de la Alborada.

Al menos esa es la hipótesis que se maneja, pero el Cuerpo de Bomberos de Guayaquil deberá indagar la causa del hecho. El incendio habría comenzado alrededor de las 04:30 pero la alerta ingresó a las 05:28 al ECU 911.

Según el reporte, una bodega de electrodomésticos quedó por completo consumida, en unos 200 metros cuadrados. Casi la totalidad del lugar registra daños materiales, según reportó esta mañana el noticiero de Ecuavisa. 

El local era parte de un domicilio y aunque no se registró víctimas ni heridos, las pérdidas económicas son evidentes.

Alrededor de 50 bomberos participaron en las tareas de sofocación y pasadas las 06:00 se logró el control total de las llamas.
